Rearrangement of the transport capacity by double tracking and the track rehabilitation is underway to play a broad role as the nation's transport frame.
It is necessary to study possible transport measures to meet the actual situation in each line by utilizing the transport capacity. This will enable us to clarify practical improvement of transport service in the line, taking coordination with the nation wide railway service.
Transport time reduction is very effective for passenger increase and transport efficiency. Based on the time reduction for long-distance passengers and on the improvement of commuter transport, an appropriate line service is forecasted, with efficient use of railway and by small cost.
For the railway to which still more contribution is expected clarification of it's role and appropriate transport system is very important. This will contribute much to the effective railway management.
